ELVIRA, MISTRESS OF THE DARK (NPC Build for Mutants & Masterminds 3rd Edition)

In my DC Universe campaign, Elvira is an NPC featured in the setting, as a rival and frienemy of Zatanna. Elvira is used in the DC Universe, thank to her appearing in several issues of the Elvira's House of Mystery comic, published by DC (1986-1987).
The powers displayed in this build are based on those Elvira used in the film "Elvira: Mistress of the Dark."

COMPLICATIONS
Motivation: Elvira wants to be rich, famous, and adored. She is far more interested in her showbiz career than she is in being the actual Mistress of the Dark.
Quirk: Elvira loves all things creepy and spooky.
Power Loss: Eldritch Endowment Array; if Elvira's “Haunted Hills” are not exposed.
Reputation: Elvira is known for being flirtatious, vain, vicious, and irreverent. She does not take her duties as Mistress of the dark seriously, so she gets little respect from the magical community.
Rival: Zatanna... they pretty much hate each other.
Weakness: The Ruby Ring of the Mistress of the Dark depends on the willpower of the wearer; the maximum ranks of the ring's effects is equal to the wearer's Will rank.
HISTORY
1951, September 17: Elvira is born to Divana. After Vincent slays Divana, Elvira is placed in an orphanage to keep her safe.
1981, September 26: Elvira (30) begins starring in "Elvira's Movie Macabre." Her sexy punk rock/vampire appearance makes her an instant success.
1986, January: Desperate to start a career in Fun City, Elvira (35) quits her job in Coast City when she receives news that she has inherited the estate of her great-aunt Morgana. Arriving in Louisville, Kentucky, Elvira becomes the caretaker of the House of Mystery.
1986, September: Elvira is accused of witchcraft by the people of Louisville, Kentucky and almost burned at the stake. Summoning rain with her magic ring, Elvira escapes. She battles her Uncle Vincent for control of her mother's book of spells. Vincent is banished to Hell.
1987, January: After becoming the sole beneficiary of her Uncle Vincent's estate, Elvira (36) leaves Louisville, Kentucky to open a show in Fun City. While in Fun City, Elvira loses the deed to the House of Mystery in a game of strip poker to John Constantine (36).
1988, September 30: The film "Elvira, Mistress of the Dark" is released detailing a fictional account of Elvira's (37) escapades in Louisville, Kentucky (replaced by the fictional town of Fallwell, Mass.). Although the film has a strong cult following, it is a financial flop.
